On TNG he always acted diffrent to her than any one else.

of course he likes her lol they went out before she was assigned to the enterprise, around the time he was on the potemkin(i think) and he left and there she was by herself. and to prove that he liked her, they got married(finally) in Nemesis!  ;)

The answer is "Yes".

It was mentioned in the Pilot for TNG that he did.

It was mentioned throughout TNG that he once had a thing with her

They then got married.
