I would have to say no. The Limburgia has served well, indeed all Excelsior class vessels in service are serving well. The class ship, the Excelsior is still in service, and she's 80 years old. The Excelsior class is an able ship, it is still one of the most common in the fleet. From time to time, Starfleet may post additional ships in the sector for defence, exploration, and offensive purposes (as has already happened - see my logs), but in the meantime, especially in this time of peace, our current vessel is more than capable of its current primary missions - support and defence.
I can see why you'd want a stronger defence, but this is peacetime Federation. Apart from a few hostiles located a few sectors away, there will be nothing for just under two years (Borg incursion), the Romulans show up here and there, and one or two minor races pop their heads in.

I would say that another ship would be good, but not a replacement for the Limburgia. This is Limburgias assignment and as Kynes stated, from his experience, it ahs served well.
Except the Defiant class project won't exist until the Borg threat escalates, and in peacetime Federation, there isn't much need for big guns... : :)
And also hull armour doesn't become common until the Dominion War, and even then, isn't on every ship, just the important ones... :D
Currently the closest classes Starfleet have to the Defiant Escort are the Akira Heavy Cruiser, and Galaxy Explorer, just for fire power and maybe shielding. Maneuverability would maybe be New Orleans Frigate and Saber Fast Frigate. Nothing matches maneuverability, fire power and shielding in one package.

Erm, she has been upgraded. The Limburgia isn't a stock Excelsior. See those doo-dads that stick out to the sides of the Engineering hull? The Impulse Drive extensions on the Saucer? The uprated nacelles? The internal systems likewise have received upgrades.
I've always thought the design was an excellent one. From the first time I saw visual records of the Transwarp Experiments, I loved the design. It is very able as well. Able to knock other ships up a notch. Bam!
In my time spent at Utopia Planitia, these hull extensions were studied. They were initially thought to alter the shape of the Transwarp field in a last-ditch attempt to create a working Transwarp drive. One side effect was increased space for the extra Transwarp hardware, that now is used for additional sensor and engineering hardware, but sadly, no vastly superior drive system was possible. Reading those records didn't get us any closer to Transwarp technology, but sure made for interesting reading.

a galaxy class wouldn't be warranted for a smaller starbase based on the fact it is used for the flagship of star fleet right now.

Indeed. I've always been a fan of the Excelsior, even more of the refit. I love the way the bridge isnt all thats on deck one :D
