Yes but the Daleks evolve and refine their technology.  The Cybermen don't, the just act like Borg and assimilate, but never seem to get any better  :)

Ah yes the cybermen as i recall do the cybermen also hav a leader hu resembles the likeness of the borg queen and a hink dat the likeness btween the cyber men an the borg is uncanny( that means unbelieveable )
